Most local card shops do not issue official third-party grades. A shop may describe condition, pre-screen obvious flaws, sell supplies, or submit cards to companies such as PSA, BGS, CGC, or SGC, but the numerical grade comes from the grading company. Search the PSA grading shops hub for stores that advertise submission help, then confirm which services they actually handle. A glass case full of slabs is not the same thing as being a submission desk.
Ask the shop to separate opinion from service. “This looks near mint” is a condition opinion; “we can submit this for you under this service level” is a logistics service; “this will grade a 10” is a promise no shop can honestly make.
